China’s anti-dumping investigation into EU pork: the gist of it

China’s investigation concludes that EU products were sold below cost, undercutting domestic prices and contributing to significant financial losses in China’s pork industry.

How did we get here?

China’s anti-dumping investigation into EU pork was launched on 17 June 2024 under China’s Anti-Dumping Regulations, following a petition by the China Animal Husbandry Association. It examined imports of EU pork and related products between 1 January and 31 December 2023, while assessing industry damage from 2020 to 2023. The probe involved on-site verifications in China and the EU, and its deadline was extended to 16 December 2025 due to the complexity of the case.

The products under scrutiny include fresh, chilled, and frozen pork and by-products, classified under 16 tariff codes, such as carcasses, bone-in cuts, fat, intestines, and offal. Major EU exporters sampled in the investigation included Danish Crown, Litera Meat, and Vion Boxtel.

The specifics

According to the notice, the Ministry determined that:

  • EU exporters engaged in dumping of pork in China: “倾销产品价格普遍低于国内同类产品,造成价格削减” (“The prices of dumped products were generally lower than those of domestic like products, causing price suppression”).
  • Domestic industry suffered material injury: “税前利润由盈转亏,2023年亏损扩大3倍” (“Pre-tax profits turned into losses, which tripled in 2023”).
  • Causal link established: The Ministry concluded that dumped imports were a significant cause of the domestic industry’s deteriorating financial performance.

Despite EU pork imports falling from 3.19 million tonnes in 2020 to 1.34 million tonnes in 2023, their pricing impact remained severe according to this investigation. Domestic pork prices dropped 48%, and operating cash flows turned negative for most years.

Starting September 10, 2025, China will require importers of EU pork products to pay security deposits as a guarantee against potential anti-dumping duties. These rates vary: most companies that cooperated with the investigation face a 20% deposit (with some exceptions), while non-cooperating companies will be hit with a steep 62.4% rate, effectively pricing them out of the market. Products affected are those included in the following HS Codes: 02031110, 02031190, 02031200, 02031900, 02032110, 02032190, 02032200, 02032900, 02063000, 02064100, 02064900, 02091000, 05040011, 05040014, 05040029, 05040090. Non-pig products under tariff headings 05040029 and 05040090 are not covered by this investigation.

The security deposit is calculated based on the dutiable value of the imported goods as determined by Chinese Customs, the applicable deposit rate (dumping margin), and the import VAT rate.

Security Deposit Amount = (Dutiable Value × Deposit Rate) × (1 + Import VAT Rate)

If final duties are confirmed, deposits will be converted into duties. If not, deposits will be refunded in full.

What does this mean for EU exporters?

The preliminary ruling paves the way for anti-dumping duties on EU pork products. While the exact dumping margins were not disclosed in the public summary, the Ministry’s language suggests that tariffs are imminent and could significantly limit EU access to the Chinese market.

China remains the world’s largest pork consumer, but the anti-dumping ruling signals a tougher environment for EU exporters. Proactive planning, market intelligence, and strategic adaptation will be critical to sustaining growth in Asia’s protein markets.
